Can An Agent Sell A Policy To A Minor?

Q. 

A 17-year-old boy recently came to our office looking to purchase an automobile insurance policy in his own name.  We suggested he could save money by being added to his parents’ policy, but he was adamant about doing this on his own.  We have an admitted company that is willing to sell him a policy, but is such a contract enforceable?  I thought a person had to be at least 18 to enter into binding contracts?
